Programs that offer opportunities for non-English-speaking and limited-English-speaking adults to learn listening, speaking, reading and writing skills with an emphasis on developing the level of communication competence that is essential for adults who are living in a setting in which English is the primary language. Also included are programs that provide English language instruction for younger people.
Programs that administer tests which measure an individual's ability to read and comprehend written material and/or to write at a functional level.
Programs, which may be available via the Internet, that help individuals prepare for the Test of English as a Foreign Language and other related examinations which test the English language proficiency of international students planning to study in the U.S., Canada, or other countries where English is the language of instruction.
