Description and Services
Description (Service) COVID-19 (April 27, 2020): Working remotely until further notice, so not booking any appointments in office unless services are disconnected or client is evicted. Hydro providers are not sending out disconnect letter or disconnecting services during this situation

Access centre to apply for LEAP (Low-Income Energy Assistance Program) one-time emergency financial assistance * program runs throughout the year * maximum grant is $500 per fuel per household per year * grant is credited directly toward electricity bill * agency may be able to arrange a hold on a disconnection notice while a case is being reviewed * all decisions can be appealed
Hours COVID-19 Mon-Fri 8 am-12 noon, 1 pm-4 pm

Eligibility May be available to low-income customers of the Kingston Hydro Corporation or Hydro One experiencing difficulty paying current arrears * decision will be based on several factors including long-term viability of the account * a disconnection notice is not required to be eligible * clients can only apply for LEAP once per calendar year
Application Pre-screening by telephone before in-person interview * documents required for interview include proof of lease or mortgage, proof of household income and recent bank statement 
* Kingston Hydro Corporation customers needing financial assistance to pay their electricity bills should contact Kingston Community Health Centres 
* Hydro One customers throughout Ontario should contact the United Way of Greater Simcoe County at Toll Free 1-855-487-5327
